Can I mount this on the cabinet under the kitchen sink?

We would not recommend doing this into a cabinet door.
Screws provided are long and would likely go through the door.
Even if substituted with shorter screws, I would be concerned cantilever effect created by weight in the bin would cause problems.

Is this waterproof if kept outside?

This item would likely be water resistent, meaning a lot of water would probably not get in. But we wouldn't consider this completely waterproof.
