Conflicting height info
The answers to the previous two questions contradict one another - the first says the quoted height DOESN'T include the handles, while the second says it DOES include the handles. Can you please clarify? Thanks!

What is the height if the handles are not folded down?
Do the handles fold down all the way, flush with the sides? I'm trying to determine whether the baskets will fit in a specific space.
