Do the casters/wheels lock?

The casters included with our Metro Commercial Industrial 3-Shelf Cart do not lock/have brakes, but Metro Commercial Casters with Brakes are available. For assistance with a substitution, please contact us at 1-888-CONTAIN (266-8246).

How come the description says that the item includes four 5 inch casters, but the photo shows a Metro shelving unit with no casters?
