How much weight can this support? I intend to hang S-hooks underneath the shelf to hold pots and pans.

Wire frame should easily support 5 lbs but that is very dependent on the distribution of the load (hanging from the front or back of shelf for example) and most particularly, how the unit is secured to the wall or cabinet. Mounting into drywall or tile with wall plugs is not going to be as secure as going directly into wood. The closer the load (frying pan) is hung to the wall the less stress on the unit.
