does it need to be close enough to a wall to have a tie down? it doesn't stay up if the rope is not tied down?

The rope has to be tied down to something in order for the bike to stay lifted. The rope is long enough to allow a bike to be lifted up to a 14' ceiling

Measurements
What is the measurement from the top of the pulley (where it attaches to the ceiling) to the center of the hook?

I own this item. There is not a set distance from the top of the pulley to the center of the hook. Each of the two hooks is part of a two-part pulley system, meaning it's adjustable. You can pull the item of your choice as high or as low as your ceilings and whatever you are storing under it (if anything) will allow. There is a separate wall plate that you wrap the cord around, which should be installed at a comfortable height for you too access. There is a great deal of cord, so if you need to hang your suspended item relatively low, you just wouldn't have as much cord to wrap, but it's still locked into place. Obviously you would have a greater length of cord to wrap around the wall plate if you're hanging something much higher. Hope this helps!
