I am mounting this on a horizontal 2 x 4, but the dimension says it is 6” high. Are the screws positioned closer than 4” apart so they will screw into the 2x4?

No, it really depends on what you'll be storing. Just measure your tools or what you'll be storing and make sure that you have enough clearance from the ground.
