How to tell how much has been used

Bought several of these a few months ago, used one recently. It charged my phone to 33.5 % - package reads that it will not do a full charge. But you can't tell this until you buy the product - I bought mine online. If so, I think that should be noted in the specs for the product. so, yes, 35% lasts x hours - if one wants to charge just enough for a couple of hours, and save to use another time, how can you tell what is left?
