Dimensions

My drawers are 11 3/4 in width and 21 in length. I see the dimensions listed for this item as 14 1/2 x 11 1/2, and that it expands to 20". Is it the 11 1/2 inch side that expands to 20" or the 14" side that expands to 20"? Does that make sense? I need an item that gets longer without getting wider.
