Where do you put the silicone glue?

The directions are not clear where the glue goes on the back of the mount. it says not to put near the tape, but are you supposed to fill the whole backing around the tape?

Here are the directions according to the manufacturer: "Please make sure to place the glue around the tape. Cover the entire back of the plate with the glue but be sure not to place it to close to the tape. You want to avoid any glue smearing over on to the tape, as this would not allow the unit to properly adhere."
