does the job...
for what it says it should do, it does a good job. My only issue with it is that the top part that screws down onto the closet rod, isn't very sturdy. If you twist too far, it can snap part of the plastic that holds it onto the bottom section...
Also, when putting ties on, make sure you space them out. If you just put them all on one side, it will tilt the gadget. Luckily my hubby has enough ties that they balance out.

Immediately Broke - But Still Works
Great idea for tie and belt storage. However, after my husband installed this in his closet and hung his belts and ties on it (which, by the way, did not by any means fill up all of the hooks), the casing that goes around your closet hanging bar broke and the whole thing came crashing down. This happened literally within minutes of him installing it, likely because it's made of plastic. When it fell, several of the belt/tie hooks (also plastic) broke off, but that's not a huge deal since there are so many of them. Unfortunately, my husband immediately threw out the original packaging and decided he didn't want to try to return it. With lots of duct tape, we were able to re-secure it in his closet and, a few months later, it's hasn't fallen again.
I was torn over how many stars to give this product given how quickly it broke and it's price, but, with the duct tape, is it serving it's purpose and holds all of my husband's belts and ties in his closet while only using a small amount of hanging space. It does still rotate despite the tape.

Neat toy
The rack works well, and is fun to use. However, during installation, a small piece of plastic broke off. The rack still clings to the rod, and still works; but, it should survive installation...

DO NOT PURCHASE THIS ITEM
This item broke in the first 15 minutes after I installed it. It may be able to hold ties, but it is NOT strong enough to hold belts. It fell from the rod and immediately shattered a couple of plastic pieces, including the piece of plastic that protects the light. I tried to reinstall it on the rod and the little plastic teeth on the top piece all broke off. I don't know how to return it, but I will figure that out. DO NOT BUY this product for belts...... I don't know if it can hold multiple ties, but it is not strong enough for belts. Because it is all plastic, it just breaks into pieces..... one segment at a time. I WOULD NOT RECOMMEND THIS PRODUCT TO ANYONE.
